Admission of foreigners
Admission of foreigners to Baku Business University is regulated by the Decision of the Cabinet of Ministers of the Republic of Azerbaijan No. 125 dated May 1, 2015, regarding the approval of 'Rules for education of citizens of the Republic of Azerbaijan in foreign countries, and education of foreigners and stateless persons in the Republic of Azerbaijan'.

Electronic application procedure
Foreigners applying to study at Baku Business University must apply electronically through the 'Electronic document reception' subsystem of the Centralized Electronic System (portal.edu.az) of the Ministry of Science and Education of the Republic of Azerbaijan.
Applications are registered in ATIS (atis.edu.az) and a personal cabinet is opened for each foreigner in the system. The foreigner can monitor the current status of their application in the personal cabinet. The foreigner fills out the 'Electronic application' in the Electronic document reception subsystem of ATIS and a scanned copy of the following documents is added to this application:

Review of documents and language proficiency
After the required documents are registered in ATIS, they are collected and discussed by the Student Admission Commission. The Language Proficiency Check Commission checks the level of preparation and knowledge of the language of instruction of foreigners according to the relevant level of education.
Exemption from language proficiency
Foreigners wishing to study in specialties where instruction is conducted in English are exempted from checking language proficiency if they collect sufficient scores in one of the international examination forms (IELTS 5.0, TOEFL 40 for undergraduate level, IELTS 5.5, TOEFL 50 for subsequent levels).
Exceptions for the following categories
Foreigners of the following categories are exempted from checking language proficiency if they do not change the language of instruction:
- Those who have studied in an educational institution of the Republic of Azerbaijan and apply to study at the next level or stage of education;
- Graduates of previous educational levels of educational institutions that meet the requirements provided in the laws of the country where they are located.
Decision and formalization
A protocol is prepared based on the decision of the relevant commissions (Student Admission Commission and Language Proficiency Check Commission). Based on the extract from the protocol of the Student Admission Commission, a presentation is prepared by the International Relations Department and submitted to the rector's office. On the basis of the relevant presentation, the admission of foreign students to the university is formalized by an order.
Organization of education
Organization of foreigners' education is carried out on the basis of relevant state standards and educational programs. Foreigners' education is carried out in accordance with the legislation of the Republic of Azerbaijan, based on credit system, in accordance with the educational programs for the specialty (specialization) approved by the Ministry of Science and Education of the Republic of Azerbaijan and based on approved curricula.
